On April 23, 2023, at approximately 0203 hours, an Officer with the Pocono Township Police observed two males slumped over inside a vehicle in the parking lot of Turkey Hill in Tannersville.  Upon approaching the vehicle both occupants were observed to have an uncapped hypodermic needle in their hands.  During the interaction the passenger Robert Fratangelo ignored Officers commands and would not exit the vehicle while hiding his hand.  Fratangelo continued to reach his hand behind his body towards the center console of the vehicle.  Fratangelo was subsequently removed from the vehicle.  The driver Dante Rodriguez, a 23-year-old male from East Stroudsburg, PA., and Fratangelo were found to be in possession of narcotics and drug paraphernalia associated with heroin use.  Charges pending on both Rodriguez and Fratangelo.
